Techinically this does not breach the strict salary cap rules so they cannot be fined, ultimately at this level it’s a battle for the lawyers and legal teams. Also for now at least the RFU does not want to have a scandal which would potentially embarress the integrity of the league. I remember Cueto saying there is no way these big clubs are under the cap, well technically they are if you ignore the hundreds of thousands spent on the houses that are purchased for them.
