Almost unbelievably, a La Rochelle player thinks he can get away with throwing a second ball into the ruck to confuse the attackers

LOL. Anyone know the laws on this? Personally I think he should be carded/cited for foul play…

My instinct is penalty and yellow card, but I don’t know exactly what law he’s broken. If you can justify the penalty you can justify the yellow card because it was cynical, but it’s just whether it was actually foul play which is the issue.

Do referees have any scope in this situation?

I think the referee got it spot on by just awarding a scrum. Prior to the player picking the ball up and throwing it in the direction of the ruck, the game was being played with two balls on the pitch.
Regardless of its interference with play (or lack of) that should be a scrum to the team in possession.

He knew what he was doing when he threw the ball into play, and should have been shown a yellow. Foul play and pretty blatant cheating.

10.4 (m) Acts contrary to good sportsmanship. A player must not do anything that is against the spirit of good sportsmanship in the playing enclosure. Sanction: Penalty kick.

If the ref saw the player throw the ball toward the ruck, it should have been a penalty.

if he was unaware of how the second ball got there, then he’s right to restart with a scrum.

IMHO.
